INVITATION TO TENDER

INTRODUCTION

The Federal School of Surveying, Oyo, is a tertiary institution under the Ministry of Housing and Urban Development, set up primarily to produce professionals, technologists, and technicians in the field of Land Surveying, Geo-informatics, and other related programs for the national economy.

In line with its mandate and in furtherance of the goals of ERGP as it relates to economic diversification, poverty reduction, and job creation, the institution seeks to procure works, goods, and services for the 2024 financial year.

SCOPE OF WORKS AND SUPPLIES

ELIGIBILITY REQUIREMENTS

• Evidence of Certificate of Incorporation issued by the Corporate Affairs Commissions (CAC) including Form CAC1.1 or CAC2 and CAC7;
• Evidence of company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024;
• Evidence of Pension Clearance Certificate valid till 31st December, 2024 (for bidders with 15 or more staff);
• Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2024 (for bidders with 5 or more staff or annual turnover of N50m or above);
• Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024;
• Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
• Sworn Affidavit regarding committee or Bureau of Public Procurement affiliations and bid accuracy;
• Company’s Audited Accounts for the last three (3) years – 2021, 2022 & 2023;
• Reference Letter from a reputable commercial bank in Nigeria;
• Company Profile with CVs of Key Staff including qualifications;
• Evidence of current License issued by Nigerian Electricity Management Services Agency (NEMSA) for electrical jobs;
• Documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including award letters, valuation certificates, completion certificates, and project photos;
• Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
• For Joint Venture/Partnership, MoU indicating Lead Partner should be provided.

COLLECTION OF TENDER DOCUMENTS

Interested companies are to collect the Standard Bidding Document (SBD) from the office of the procurement unit upon evidence of payment of a non-refundable tender fee of #10,000.00 per Lot, paid into the Federal School of Surveying, Oyo’s Remita account at any reputable commercial bank in Nigeria.

SUBMISSION OF TENDER DOCUMENT

Prospective bidders are to submit bids for each Lot desired, with two (2) hard copies each of the technical and financial bids, including a softcopy of financial bids in MS Excel format, in sealed envelopes marked "Technical Bid" or "Financial Bid." The packages should be addressed to The Rector, Federal School of Surveying, Oyo, Oyo State, with the project name and Lot number. Deadline for submission is 12:00 noon on Monday, 11th November, 2024.

OPENING OF TECHNICAL BIDS FOR TENDERS

Only technical bids will be opened immediately after the deadline on Monday, 11th November, 2024, at the school’s assembly hall in the presence of bidders or their representatives, with financial bids kept unopened. An online invitation link will be provided to bidders who wish to join the bid opening remotely.

GENERAL INFORMATION

• Bids must be in English and signed by an official authorized by the bidders;
• Late submissions will be returned unopened;
• All costs will be borne by the bidders;
• The Federal School of Surveying, Oyo, reserves the right to annul the Procurement process as per section 28 of the Public Procurement Act, 2007.
