Federal School of Surveying Oyo, is a Tertiary Institution under the Ministry of Housing and Urban Development, set up primarily to produce Professionals, Technologists and Technicians in the field of Land Surveying and Geo-Informatics and other related programme for National Economy.
In line with its mandate and in furtherance of the goals of ERGP as relates to economic diversification, poverty reduction and job creation, the institution wishes to procure works, goods and services in the 2025 financial year.

3. ELIGIBILITY REQUIREMENTS
Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7
Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025
Evidence of Pension Clearance Certificate valid till 31st December, 2025 (for companies with 15 or more staff)
Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025
Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025
Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR)
Sworn Affidavit disclosing conflict of interest status and truthfulness of bid information
Company’s Audited Accounts for the last three (3) years - 2022, 2023 & 2024
Reference Letter from a reputable Commercial Bank in Nigeria
Company’s Profile including Curriculum Vitae of Key Staff with professional qualifications (e.g., SURCON, COREN)
For electricity jobs: Current licence issued by NEMSA
Evidence of at least three (3) similar projects executed within the last five (5) years
List of Plants/Equipment with proof of Ownership or Lease
For Joint Ventures: Memorandum of Understanding (MoU) and individual documents for each partner
Covering letter on Company Letterhead with RC number, Contact, Telephone, Email, Names and Nationalities of Directors
4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the procurement unit upon evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the Federal School of Surveying, Oyo’s Remita account (GIFMIS Code Number 1000311358) at any reputable Commercial Bank.
5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders must submit two (2) hard copies each of the technical and financial bids, with a softcopy of the financial bid in MS Excel format, packaged separately and clearly marked as “Technical Bid” or “Financial Bid”.
Envelopes should be addressed to:

and submitted not later than 12 noon on Wednesday 30th April 2025.
6. OPENING OF TECHNICAL BIDS
Technical bids will be opened immediately after the deadline at 12 noon, Wednesday 30th April 2025, at the School’s Assembly Hall, in the presence of bidders or their representatives. Financial bids will remain unopened until further notice.
7. GENERAL INFORMATION
Bids must be in English Language and signed by an authorized officer
Late submissions will be returned unopened
All bidding costs are borne by bidders
Technical bid opening will be public, recorded, and can be joined online via invitation link
Only technically pre-qualified bidders will be invited for financial bid opening
The School reserves the right to annul the procurement process without liability
